Panel : (noun)
( 1 ) Separate part of the surface of a door, wall, ceiling, etc…
There were glass panels in the front door.
This is a ceiling with carved panel.
( 2 ) Piece of metal forming a section of the body work of a vehicle
( 3 ) Strip of material inserted into a garment
( 4 ) Group of people chosen to take part in a discussion, quiz, etc…with audience

( 5 ) List of persons chosen to serve on a jury
The interviewing panel consists of five members.
Penal : (adjective)
( 1 ) Relating to or used for punishment especially law
( 2 ) He was punished according to penal laws.
( 3 ) Punishable by law
Theft is a penal offence.
