Complement : (noun)

1 ) Thing that goes well or suitably with something else or make it complete
Rice makes an excellent complement to a curry dish.

2 ) The complete number or quantity needed or allowed

Compliment : (noun)
(
1 ) Expression of praise, admiration, etc…
She likes to hear compliment on her appearance.
He paid me very charming compliment on my paintings.
(
2 ) Greeting usually as part of a message
My compliments are to your father.
The flowers are with the compliments of the management.
(
3 ) COMPLIMENTS (the plural form of COMPLIMENT) must be used on this sense (2) alone.
