There is no yardstick to determine the qualities of a short story. Many authors have set their own standards for their own short stories. In spite of these varied standards, an ordinary reader could identify whether a particular story is a short one or not. A story which runs for hundreds of pages could not be treated as a short one. A story which ends in few sentences could not be treated a short one. A typical story of short nature should have few characters and a central issue which should be analysed in the story and which should be solved by the author.
